Houston Requires a Permit, and Who Pulls It Matters
Houston requires a permit for water heater installations, and a registered master plumber must pull it. That matters before you compare prices because the lowest quote may not include permitting and code-compliance work.
There is one narrow exception. Houston publishes a separate homeowner permit for owners who occupy and homestead the property and do the work themselves. It does not allow a third party to work under your name.
So if a quote comes with no permit and no plumber registration, ask about it. An unpermitted heater tends to surface later, at resale or on an insurance claim.
Houston adopted the Uniform Plumbing Code with local amendments effective January 1, 2024. We work within those requirements and handle the permitting process when the installation requires it, so we address the water heater replacement as a complete, code-compliant job rather than simply swapping out the equipment.
Replace or Repair, and What Affects The Cost?
Age decides most of it. A tank over ten years old that leaks from the body is finished because the leak is in the steel, not a fitting. Repair usually makes sense for a thermostat, element, gas valve, or leaking fitting. Those are parts on a sound tank.
Replacement is the call on a leak from the tank seam. It is also the call on a tank already repaired twice, or one whose recovery no longer keeps up. Rust in the hot water points the same way.
What Affects the Cost
- Tank versus tankless. Tankless needs a larger gas line and new venting, so it costs more to install.
- Fuel conversion. Changing fuel means gas or electrical work in addition to the heater.
- Location. An attic or a tight closet takes longer than a garage.
- Code catch-up. An older install often lacks expansion control, a proper relief discharge, or a pan.
- Capacity. A household that has outgrown a 40-gallon tank is not buying the same unit again.
